Meir, son of Rachel and Awad (Oded), was born on January 3, 1941, in Aden, where he completed his elementary studies in Aden and then moved to England, where he completed high school in high school. He immigrated to Israel in 1967 and settled in Jerusalem, where he earned his living as an officer in the administration in Judea, where he married and was a father in 1969.
