Tomer was a naughty boy, who loved to play in cars, and by the age of four he had already identified all kinds of vehicles. Tomer grew up in Kiryat Shmona and studied at Metzudot Elementary School and the Danziger High School. He was a sociable, beloved and accepted boy who was always surrounded by many friends and a lot to spend with them. Tomer was drafted into the IDF in October 1994, and at the end of his basic training training at 7 Training Base, he was assigned as a platoon commander.
