Son of Moshe and Ariella. He was born on May 26, 1949 in Tel Aviv. He began his studies at the AD Gordon elementary school in Tel Aviv and graduated from the Tel Ganim Elementary School in Ramat Gan, where he was a member of the Scouts movement in Ramat Gan. After completing compulsory military service he joined the regular army. On August 24, 1970, Deputy Shai found his death in the course of his duties. He was laid to rest in the military cemetery in Kiryat Shaul. After his death he was promoted to lieutenant. After he fell, his commander wrote that Shai was “an excellent officer who was proud of his position and fulfilled the duties assigned to him not only as a duty, but also because of their importance and value.
