Son of Haim and Miriam. Born on the 18th of Shevat 5637 (18.1.1937) in Haifa, but he spent his childhood in Moshav Sde Warburg and was a rich and full of experiences. Most of his elementary studies were conducted at the Son of Shemen Youth Village. He loved life and society in the institution. In those years he began to show an in-depth interest in books of all kinds, from adventure stories and classic books to stories about the Yishuv in Israel. He was sensitive to beauty, loved to paint and loved music, yet he admired power and determination. He completed his studies at the Mikveh Israel Agricultural School. In 1955, after completing his studies, he enlisted in the IDF and volunteered to serve in the Paratroopers Brigade, although he was an only child, and took part in several reprisals: he was never deterred from dangerous activities; He was trained to teach at the parachuting school, he knew how to discipline students of various types, and to impart knowledge to those who had difficulties in learning, and he wanted to achieve great achievements with his students so that they could act properly when necessary. Due diligence and discipline, and a friendly and comfortable attitude at the right time He fulfilled an old dream and joined the settlement in Moshav Lachish, where he wanted to establish a farm for himself and went to work in oil drilling to get money for this purpose. In 1969, Shai received his first degree in sociology and political science, but despite his high grades, he found it difficult to find a job and his applications for admission to work were rejected by him.
