Son of Whatley and Sophie. He was born on the 6th of Adar 5707 (6.3.1947) in Sofia, the capital of Bulgaria. At the end of the year and a half, the family immigrated to Israel. Percy graduated from the Yona Hanavi elementary school in Jaffa and then attended the Geula High School in Tel Aviv and spent one year at the High School. He was interested in sports, especially swimming.
